As per Reuters, Cesar was actually called out over his treatment of a pig rather than a dog. The pig was being used as a dog training “tool” during the filming of Cesar 911.

Cesar allegedly mistreated the pig by using it to bait a pooch, and there was bad press when a Change.org petition was created by angry Cesar 911 viewers. They believed that Cesar was cruel. Thousands of people signed the petition, and Cesar actually agreed with his critics. He said the pig was used as bait.
