Andy never gets clarification on which skirts — she just has to work it out for herself.

This is another example of how Miranda isn’t simply unaware that she is being unreasonable, but in fact going out of her way to be unreasonable. She does not care about the work getting done in the most efficient way; she wants her employees to have to work hardest to get it done. Of course, it would be easier for Miranda to give more information in her demands but she is training Andy to be the kind of person who doesn’t ask questions and just goes about it the hard way.
